Despite a 14-day COVID-19 case total of 340/100K, Boston will re-open (some) businesses 5/25 & offices on 6/1. Philadelphia currently at 251/100k and (per PA policy) needs to drop to <50/100k for reopening. Big difference in policies! I suppose this makes for a good experiment.
